What is your SAS architecture? Do you have separate SAS metadata, web and app servers or are they all on one server?
As far as I'm aware you can't "migrate" a SAS installation, you have to re-install and / or reconfigure using the SAS deployment wizard. This will be a multi-day exercise during which time SAS will be out of action. A less disruptive approach would be to do a completely separate new SAS install on new servers, leaving your old SAS servers still available. Then you can switch over once your new servers are up and running.
The SAS Install Center is a good place to get started:

There are a couple of references that may be helpful to you. When moving to a new server, there are a few ways to go about it, including promotion or migration of your content.
To better understand the overall administrative aspects of this, I recommend the SAS 9.4 Intelligence Platform: Migration Guide, Second Edition PDF | HTML
Specific to SAS Enterprise Miner, I recommend the document SAS Enterprise Miner 14.2: Administration and Configuration PDF | HTML In particular, take a look at the chapter Migrating to SAS Enterprise Miner 14.2. There you will find an overview as well as links to macros for migrating projects (these are especially helpful if you are changing operating systems and/or moving from 32-bit to 64-bit).
