Is it possible to get a proximity matrix from a random forest in SAS? Currently the only way I know how to do this is by using the R package randomForest.

No.  Proximity matrices have N^2 elements. SAS forest algorithms are designed to handle millions of observations. The proximity matrices would be too large.  There hasn't been sufficient user interest to motivate figuring out some solution.
