Enterprise Miner - Decision Tree Split by Target1 Percentage

How can I get a binary target Decision Tree to find the maximum counts where I define Target1 percentages. 

So I want the Decision Tree to split until it finds nodes that have say a Target 1 percent of 40% or less. 

Is this possible?
