Where clause with missing dates

Hi All,

I wanted to do a query where I will get all dates within a range and the cells where the dates are missing. I wrote the following code, but it's not working. Can someone please help.

Data want;
set have;
WHERE start_date between "01Oct2014"d and "30Sep2015"d and start_date = .;
RUN;

Cannot be between two dates and missing at the same time
