So I am having trouble articulating what I need to do. Basically I need to do as the image below suggests but with about 600k variables. I would describe this as reformatting the table so that the values in the third column are summed for two different categories of another variable according to the values in another variable. Hopefully the image helps.

Is this for reporting purposes or do you need a SAS data set like that?
Very clear, and very easy to do, but please put your input data in as text, instead of a picture, so we can use it.
How are you 600 variables to be used?
Like Id and Class as grouping variables, or summed (apparently) like Value within the groups?
The question of do you want a report, people read these, or a data set , used for input to analysis or other processing is very critical.
One reason is that sort of report is relatively easy, depending on how your 600 variables are to be used, and structures of data sets for further analysis depend on the type of analysis planned. That example output is generally a poor structure for many forms of analysis.
