While you have a single SAS Universal Viewer window open you can go to (Tools > Options > Paging), and uncheck this data paging option and when you close the Universal Viewer window this setting will be saved. To see this saved setting the next time you open Universal Viewer you will need to make sure you open SAS Universal Viewer first then go to (File > Open > SAS Dataset..) to open any additional files.
SAS Universal Viewer uses a single workspace file that is created and saved with every session of SAS Universal Viewer that is opened. This means that if you open multiple windows or try to click on the file first to open in Universal Viewer it will open with an empty workspace file and will include the default settings and not the settings that you saved. Also, saving settings from a second window will also overwrite your previously saved settings.
