Create XML file using XSL style sheet

I need to generate XML files from data combined through database tables, I can use Extract transformation to get it. I need to format the XML output according to the XML file format recieved on the other end. Need to know:

1. How to generate XML file.

2. How to use SXL or any other method to format the out put to the required XML format.

I'll appreciate if some details are thrown here.

Have you looked at the XML LIBNAME engine that comes with Base SAS?

I have looked already but is not helpful for what I require. I am intrested in details of how to actually implement the concept, may be a sample job or something.
