I would like to know about OUTPUT statement theory and beginner to expert level example.
How do I get all questions on particular OUTPUT statement.

If data step code has no OUTPUT statement, then all observations in the data step are output to the data set.
If data step code has one or more OUTPUT statements, then only those observations where the OUTPUT statement is executed are included in the output data set.
A trivial example:
Data class;
set sashelp.class;
if weight>height then output;
run;
