 When we click on Publish Reporting data sets up the segmentation for a new occurrence of the campaign unnecessarily for our purposes. If we use the Approval function does that get to the CDM without publishing?  Is there any other function in CIS to push a flag to the CDM without using the Publish Reporting Data that we could use as a final approval to trigger an outside process?

The only way data gets in the CDM is via publishing, and the process of publishing doesn't vary based on whether you have approvals turned on or not. Publishing intentionally prepares for the next occurrence (since when you execute it that will be necessary). Is there any way to trigger your outside process by email? If so, you could set up a notification based on a status change (or a request for approval if you use our approval system), which would send the email to trigger your outside process, perhaps.

I see. That's an interesting idea. Otherwise it'd be a custom node to set a field in table that is polled.
