No, it is not sufficient.
The website states what courses and resources are available from SAS:

Note that SAS Programming 1 & 2 are specified. If you're in the US you can purchase the course notes for $100 if you don't want to take the course or can't afford the full course. The first course is free, the second is not.
It also depends on your experience, if you've been programming in SAS at a job for a while you may not need any of the courses. If you're starting from scratch, I would do programming 1, Ron Cody's book, Learn SAS by Example and the Base Certification Guide.
I like the guide as a handy desk reference anyways.
