why the word 2013 doesn't recognize the titles in the reports made by sas ?

I wrote a report using ods rtf statement,  but when i open it by word 2013, I couldn't see the titles in the navigation pane ?

Could you try posting the code, and a screenshot of you output.  Also check, Office 2013 has a very annoying habbit of opening files it does not immediately recognize as its own in temporary layout.  Ensure that you do not see a button at around the top of the screen saying Open In Edit Mode, if that's there then click the button.

Also, try viewing the Headers and Footers of the Word document. Generally anything you write with a TITLE or FOOTNOTE statement does in the Header/Footer area of the document. Usually, they appear in light gray at the top of the doc, as shown in the attached screen shot. I am using Word 2013.

I'm sorry, I didn't make my question clear, Let me describe it in detail now. There are many tables in my report, and I want to see  all the table names in the navigation window when opening it by word application. When i opened it by word 2013, it failed, while when opened by word 2007, i made it. I want to know the reason.

I think this is a question for Tech Support. I am not sure the navigation area in Word is part of the RTF specification. Although you say it used to work in  Word 2010, I am wondering whether it is at all related to the TOC_DATA option. In older versions of SAS, the field codes for the TOC were automatically put into the RTF file. But in SAS 9.3, you need to insert the field codes explicitly:

ods rtf file='xxx.rtf' toc_data;

***code;

ods rtf close;

I agree.  Word 2013's Navigation panel is quite a new thing.  RTF specification is quite old.  There may not be provision for such things in the spec.  If you want bookmarks your probably best off going to PDF.  If you have Adobe you can select all and make PDF and bookmarks get created for each file - you may then want to update them.
