When I set per_osha10.sum to 0.99 99% appears.
However, when per_osha10.sum is set to 1.00 **% appears.
I would like the output to show 100%.

define per_osha10 / analysis format=percent5. style(column)={background=CXECEDEC cellwidth=1.5in};
rbreak after / summarize;
compute per_osha10;
if _break_="_RBREAK_" then per_osha10.sum=1.00;
endcomp;

Try PERCENT6. as the format instead of PERCENT5.

Increase the width of the format you need to consider that negative values are printed with parenthesis.   You may also want to consider the PERCENTNw.d
