footnote

I am using ods rtf and proc report to create tables. I tried to create a cross-over line on top of the footnote section. Can not get it work with frame=top or overline=on. appreciate any insights!

footnote1 "______________________________';
footnote2 "this the footnote I realy wanted";
do the trick?
