ODS HTML Graphics Output

I show data tips to the ODS HTML Graphics output with device=GIF. However, there are some dots overlapping to each other on my scatter plots. When I move my mouse to the overlapped dots, only one set of y and x is shown. Is there a way to have all information shown? Thanks.
