Is there a style in PROC TEMPLATE that controls this?

Here's without a header and is OK:
options TOPMARGIN=1.35IN BOTTOMMARGIN=1.00IN LEFTMARGIN=0.25IN;

Here is the log after adding a HEADER guess, which is obviously wrong:
options TOPMARGIN=1.25IN BOTTOMMARGIN=0.80IN LEFTMARGIN=0.25IN
655 HEADER=0.10 ;

This work with Embedded_headers='NO'

Print_Header_margin: Default Value ''
This is the header margin as set in the page setup dialog window.
Valid values are measurements in inches. The default is 0.5.

This is the footer margin as set in the page setup dialog window.
Valid values are measurements in inches. The default is 0.5.
