I was running the example in:
http://support.sas.com/faq/036/FAQ03612.html

It generates an invalid XSL stylesheet.

I believe this is the case because in the default tagset the following code should be replaced:

define event code_stylesheet_link;
putq ' ' CR /if exists(url);
end;

By:

define event code_stylesheet_link;
putq ' / end;
