"Merge" statement with and without error dependence from system: "No BY statement was specified for"

Dear Sir/Madam,

Could you please provide me with the information where I can find the reason why the same code on different systems gives different results (with error and without error):

1. Result 1 (without error).

System information:

 2. Result 2 (with error).

System information:

All previous steps and datasets are the same. 

I'm interested in information about why in one situation code works and in another does not work.

The two systems have a different setting of the MERGENOBY system option.

that is interesting that such small version difference has quite big default options difference, anyway "merge without by is not a really good idea", as we've found here: https://www.lexjansen.com/nesug/nesug09/ff/FF10.pdf

It seems that somebody has explicitly set the option on your Windows 10 / SAS 9.4M4 environment, as NOWARN is the shipped default.
