My DV is binary 1=unmet 0=met. I have two continuous covariates, years of education and age in years. I know I cannot do a chi square and a t-test won't work either. Is there any other type of analysis I can do to determine means and significance?

Means of what? Significance of what?

One possible way to do this analysis is using PROC LOGISTIC, and testing to see if the effects of years of education and age are statistically significant predictor variables. This is a Wald chi-squared test.

sounds like a candidate for logistic regression.
