From the looks of it there is a required SAS component missing on your local machine that your tool requires.
You could try if installing the SAS Universal Viewer will resolve this issue as documented here https://support.sas.com/kb/48/675.html
Not sure how else you would get the sas.LocalProvider installed without a SAS license/install on your local machine. It's in the end something the tool you're using should provide in the package if connectivity to SAS/SAS tables is documented.
