Upon rsubmit to create a table, if the remote server connection gets lost midway and the table is not viewable because the process is still locked, does this mean the job is still running in the backend as a "runaway" and eventually will complete?

I suspect the answer to that is - it depends on where the timeout is happening. If the connection to your remote session is itself timing out the remote processing could be continuing. Talk to your SAS administrator to confirm.
