How to calculate a division with 2 values in the same column filtered by quarters weeks SAS VA

Hello, i have this problem. I need to divide vales in a column with the same values in another column filtered by a week quarter of a week of the year.

Like this: 

The Weeks (Semana 15 - 11)  are in numeric format.

I need it to be like that

SAS doesn't work like Excel, where this type of division between two numbers in a column is easy.

Also, it seems from your screen captures, that you are talking about ROWs and not COLUMNs, could you clarify this?
