Can anyone recommend the best tools with SAS OnDemand for Academics to create graphs and charts?

Start with the SGPLOT and SGPANEL examples for the simpler graphs. SGRENDER and the associated Graph Template Language are very powerful and can create truly amazing graphs but there is a significant learning curve to modify the code.
