SAS Viya 4.0 Deployment on AWS with Deployment Accelarator.

I understand SAS Viya 4.0 is deployed on AWS cloud using a deployment accelerator.
I am trying to understand / learn about it.
Can somebody enlighten or provide reference to appropriate literature?

Do the SAS Administrators have to carry out these steps OR 
SAS partner/SAS do the creation of SAS infrastructure on the AWS cloud?

My understanding is that anyone with right competence and authorization can do it.

So it's up to you what kind of ownership of this process you would like to have.
