Data Link Properties dialog box pop up continuosly

userA is getting a continuos prompt of data link properties dialog box to enter his credentials  while trying to access an excel sheet that is generated by some other user(say userB). In the advanced tab of that dialog box, the userB credentials are already present. Let me know how userA can be able to access ?

As you excel file is PW protected and unable to solve the credentials of user A, Try to create a new Excel , change the file, use CSV file , remove the PW , create a SAS data set ..some of this solution i can think for now ..
