I'm looking for a program or algorithm that multi-criteria (maximizing value and minimizing waste) to optimize the cut-out elements of sheet metal and steel block. The elements are flat figures and solids composed of straight lines and curves. The dimensions of the elements are available in the CAD files.

A good search phrase is "cutting stock problem."  Here is a SAS/OR documentation example that addresses the classical one-dimensional version:

Yours is two-dimensional and more complicated, but there is a large body of literature on both heuristics and exact algorithms.
