Is there a way to modify the tip i.e.

1. to remove the equal sign when the label is empty?
2. to remove the statistics (here freq)
3. to change the label before the equal sign of the statistics (here Frequency)

At this time (SAS release 9.4m6), I don't think it is possible to control any of those 3 things you mentioned.
