SAS macro sganno is available under 9.4. Is it possible to get this macro for 9.3? Do we need to contact SAS about this?

It is not a macro. Annotate data sets are a notable change in functionality available in the later releases.
You will have to update the SAS version installed. Typically if you have a current license updates are included in the license. Your local SAS Admin has to contact SAS for the updated install files.

Yes, the %sganno macros were released with SAS 9.4M1. These are similar in nature to the %annomac for SAS/GRAPH. The annotation feature itself was released earlier with SAS 9.3, so you can certainly create the annotation data set yourself to use it.
