requirements for SAS/Graph ActiveX Control

There is a small question about this ActiveX control. Can it work on client side (clients use SAS Portal through Internet Explorer) without installing other SAS products like SAS/Graph? Is it enough to simply install ActiveX Control itself?

If the content on the Portal was generated using device=activex, then anyone should be able to install only the activex control and view the content. SAS/GRAPH is not required by the viewer of the content.
