Is there a way of controlling how many decimals will be shown on the bar?
I would not like to use anno.

I think you can use a format statement, e.g. format value 3.1. I seem to recall that the use of a format statement affects both the bar labels and the axis values.
If you need those two to be different, you will have to use annotate.
