Remove ods tagsets.htmlpanel buffer area

I have two row panels that I am using to display sgrender graphs sets. The graphs need to be very close to each other.  Ods tagset.htmlpanel seems to create a one row buffer between the rows.  Is there a buffer = 0 option?  I am using SAS 9.2

This really would be a question for Tech Support. If using options(doc='Help') doesn't show the valid values for BUFFERS, then you will have to work with Tech Support on this question.
