If you are using ODS RTF, the default output type is EMF. Let's take EMF out of equation. Add this statement before your PROC SGPLOT run;
ODS GRAPHICS / outputfmt=png;

As a matter of practice, you might want to change:
ods rtf close;
to be:
ods _all_ close;
so that when &OUT. changes, you are guaranteed to close the destination.
