Graphs are all the same (ActiveX)

When I load up reports in HTML with the ActiveX control, the graphs all look the same. Some sort of generic graph placeholder, I am guessing.

Why is this, and, how can I fix it?

Do you see this behavior if you have only one or two graphs in your report?
