Emails while assigning of alerts to other Users

Hi team,

There is one requirement from our customers they want emails on the user in the SAS Visual Investigator when one user assigns the alerts to another user.

So, they want to configure an email so that both the users can get the email of assigning of alerts.

Example for User A:  Alert ''122255'' is assigned to User B.

Example for User B:  Alert ''122255'' is assigned by User A.
