A question on SAS VI low enforcment realations

Hello all 

I got a requirement, asking for the functionality to create a relation to another relation. In other words, I want to relate am entity to a relation between two other entities. 

 I was wondering if anybody out there has an idea on how to implement it.

Could you provide specific requirements or examples of relations of two entities?   The solution would be to add relationship to connect entities, I guess.

An example I could think of would be: 

Creating a relation between a person and a holding cell (both are entities). i want to relate a review entity to the relation itself, to explain why this relation was made. 

I hope this makes sense
