Suppose a stored process is disabled for a user. How can I find out the user's privilege for this stored process in SAS?

Are you talking programmatically or interactive...

If you are 9.2 and have an unrestricted login, you can click on the advanced button for on the authorisation tab for the Storedprocess in SMC. You can then see what the applied permissions are for that object for any person/group
