Have Private Messages been turned off?

Someone sent me a message and trying to respond I receive the following note:

You have reached the limit for number of private messages that you can send for now. Please try again later.

I don’t think they have been turned off globally. I was able to send you a private message. Did you receive it?

Yes, and I could respond. Maybe the person who sent me the message has it turned off, though I responded to them earlier.

Strange that you had previously been able to send a private message and then not able to.

nvm, it works now. Not sure why it didn't the initial two times I tried it :(.
