how to restrict a userID with only user onboarding activity on SAS Environment Manager (SAS Viya)

Hi,

We would like to handover ID provisioning activity to a department(who manages user onboarding process to all the projects) which is internal to our current organization. Can someone help on the my below query.

How to restrict a userID with only user onboarding activity on SAS Environment Manager 3.4 (SAS Viya 3.5) & SAS Visual Investigator 10.6.0 and no other admin privileges.

Ideally this ID should not have any other capabilities/roles except user on boarding capability/role.

Tenant onboarding/offboarding is done by the provider administrator (sasprovider). I'm not aware of any documented process to allow another user to do this.
