SAS Viya deploys a CronJob named sas-import-data-loader.

I am unable to understand what this job does and why it needs to run every 2 hours. Hopefully someone can shed some light on this for me. Thanks.

The sas-import-data-loader updates the CAS table SystemData.IMPORTEDITEMS with details retrieved from the transfer service used by the Visual Analytics report \Products\SAS Environment Manager\Dashboard Items\Migration Summary.

This is a report on recent imports made to the environment.

So if I have a brand new SAS Viya environment where I do not migrate anything to it then would it be safe to unschedule this CronJob?

Yes, if you don't need that caslib table populated you can suspend the cronjob.
