How to upgrade EG 8.3 to 8.4 on a computer without internet access?
You would need to request a SAS Software Depot from SAS which contains EG 8.4. Downloading that depot will require internet access, so you need access to another computer with internet access. Typically this is the responsibility of a SAS administrator so I suggest you contact yours if you have one. What is the reason your computer doesn't have internet access?
I am one the admins, so no problem getting a new depot, thought that the upgrade could be done by just downloading a bigger "hotfix". Security rules prevent most downloads and the execution of downloaded files.

if you are able to get a new Software depot -- place it on a Network drive (windows), or a Linux Filesystem that you can setup Samba File Share on, in order for your windows users see it as just another Network Drive.
Once you have Network access point, you should be able to execute the SAS Software Deployment Wizard (SDW) to upgrade your Windows Client Apps

Unfortunately AFAIK a SAS Software Depot is the only way to get a newer version of EG if security rules prevent you using the "Check for Upgrades" option. Where I work our security people don't mind modifying their security rules for genuine business needs like this. Is your organisation not as flexible?
Public sector and flexibility are mutually exclusive in Germany.
So a new depot it is or will be.
Typically a sas depot has a folder for stand alone clients for SAS EG and SAS AMO.
If your intention is to have the latest SAS EG only, I suggest that you may contact SAS Tech Support to see if this alone can be downloaded.
This would simplify the process.
