Unable to renew license

I am trying to update the license on our SAS server and getting the below error

UNABLE TO OPEN/READ MESSAGE FILE USING THE -MSG PATHS

I have followed the same steps followed for the last few years. This is a new error i am seeing. Can someone help in finding the issue.

Completed.

Running SAS/SASHome/SASFoundation/9.3/setinit.sas.

SAS log will be in SAS/SASHome/SASFoundation/9.3/install/admin/sas/setinit.log.

UNABLE TO OPEN/READ MESSAGE FILE USING THE -MSG PATHS

The log is not getting created.

Look at the -MSG setting in SAS/SASHome/SASFoundation/9.3/sasv9.cfg and (possibly) SAS/SASHome/SASFoundation/9.3/sasv9_local.cfg.
