Looks like a problem with your Stored Process Server being unable to launch. Does this validate successfully from SAS Management Console?

In SAS Management Console under Server Manager -> SASApp -> SASApp - Logical Stored Process Server, you can right-click on the Logical Stored Process Server and select "Validate" from the context menu.

The Stored Process Server is started by the Object Spawner. You should contact SAS Technical Support so they can troubleshoot why it is failing, I suspect a configuration issue.
