Schedule manager in SAS Management Console

Who can access the schedule manager plug-in in SMC other than metadata unrestricted users?

Can a user with only "general user role" access it and schedule flows with different calendars?

Members of the "Management Console: Advanced" role have access to the schedule manager plug-in in SAS Management Console, but you could create your own role that specifically grants access to just schedule manager.

By default, except SMC : Advanced role and other unrestricted users no else

Individual solutions may create their own roles that also have this capability. Outside of that it's just that role (Management Console: Advanced) which is applied to the SAS Administrators group.
