SAS Viya Configuration Server listening on IPV4 vs. IPV6

Hello, SAS Admins.  We are seeing the following error in our logs: ERROR: Error connecting to ::1:8501.(The connection was refused).

 

Per SAS Tech Support, this is a harmless error, but we'd still like to eliminate it because it clutters the logs and makes it harder to find real errors.  TS explained that we are seeing this error because Consul is listening on IPV4 even though we have IPV6 enabled.  I can't find any how-to on changing this.  Any hints would be grealt appreciated.
