SAS Management Console: job dependency

I'm trying to schedule a job with 2 flows which are dependent on whether the first one compete successfully. This is done using Schedule Manager.

This is set up as a job dependency for compete successfully and there are no warning when the 1st job complete. But for some reason the 2nd job does not even start. I'm not sure what I am missing? Please advise. Thanks in advance!
