I can't open SAS Deployment manager because of no X11 forwarding enabled on Linux servers and I do not have a response file created for someof the tasks, is there anyway I can create a response file without opening SAS DM?.

You can use the -console command line option to open SAS Deployment Manager with a text-based interface.   See Use a Text-Based Interface (UNIX Only)
