SAS Base 9.4 TS1M7 Valid Job fails with User Abend U0999

After running RENEW Job successfully, ran the VALID Job.

Valid Job fails with User Abend U0999

ERROR: Assign for SASHELP.CORE catalog failed during SAS System
ERROR: initialization.
ERROR: Library SASHELP does not exist.
NOTE: Unable to initialize the options subsystem.
ERROR: (SASXKINI): PHASE 3 KERNEL INITIALIZATION FAILED.
ERROR: Unable to initialize the SAS kernel.

Any help will be greatly appreciated.

This is a licensing problem so would be best handled by SAS Tech Support. SASHELP.CORE is the SAS catalog where the SAS licence is stored.
