From the documentation:
For promoted libraries and tables, all explicit ACEs are converted to CAS access controls. Row-level filters (referred to in SAS 9 as permission conditions) are preserved, but might not function the same way in SAS Viya. In SAS Viya, identity-driven substitution for row-level security can be based on only user IDs and memberships. In addition, case behaves differently in these two substitution parameters. SAS Viya preserves case; SAS 9 always uses uppercase.
