The tasks of a SAS platform administrator varies from organization to organization depending on what duties and responsibilities are undertaken by IT and business units. To prepare you for installation, I highly recommend you reading @DavidStern's Checklist of SAS Platform Administration Tasks which you can read about at the community page, https://communities.sas.com/t5/SAS-Communities-Library/Checklist-of-SAS-Platform-Administration-Task...
You may also find Rafi's SAS Global Forum paper a useful read: SAS Installations: So You Want to Install SAS?

If what you've listed in your post reflects the products in your order, you should have the SAS components necessary to connect to Oracle. Note that you still need to make sure you've got the Oracle client (or server) installed on the box where you've installed SAS/ACCESS. This is outlined in the "SAS/ACCESS Interface to Oracle" section of the System Requirements doc for your operating system (e.g., for Windows, this doc is at http://support.sas.com/documentation/installcenter/en/ikfdtnwinsr/67228/PDF/default/sreq.pdf)
