Are you asking can you install SAS version 9.4 on the Windows machine that you are currently using to run SAS 9.2?

What version of Windows are you using?  You should be able to find on the SAS site what versions of Windows can be used to run SAS 9.4.

Here are the System Requirements.  If you're running Windows XP or Vista, you're out of luck.  But Windows 7, Windows 10, and Windows Server 2008 and on are supported.  

 

Some of these systems are old though, and other things that SAS needs/uses might not be supported.
