Error in 'Encryption algorithmn manager'

Hi wise people 🙂

What does 'There was an error loading en encryption algorithm manager.' mean? What is missing? How to fix?

It happens when trying to start EG (a fresh installation on a Win10) - the screenshot is from SAS/IT Configuration Wizzard.
